Okay so I've read over what HAS to be in the footer and such and I'm creating a theme. My copyright/footer section looks like this:

Links will be intact, but this site is Russian and I want to have only one language.

This is not our decision, it is a requirement of the licensing conditions which we have to abide by in order to keep our status as Open Source and the FSF makes it very clear as I pointed out in the link above.
We can't pick and choose which parts to adhere to and which to ignore.

The copyright footer is, as clearly stated in the license, a part of the license itself, in fact, it's a requirement and if the footer is not there, or in any other way than described in the license text, the license is not valid.

You may however show a translation of the footer anywhere you wish on the site, but the footer must be in English, since that is the only legal form for this, and all other free licenses as well.
