New users can't register

When I try to register a new member by logging out of my account..
it says the account was created, but when I try to log in,it say invalid username or password.
Any ideas?
I'm running multisite

did you activate the account via the email link?
did you activate it, in case you are using admin activation?

I don't have either of those enabled.
I can register on other sites and it will transfer to the other site, but on one of my php sites new users can't register. I can't add them manually either.
What could it be?
The prefixes? The database? or the files?
please help.
