Cannot submit to Gallery as a user, and forum attachments not working

Hey all,
I'm running the latest V9, and when on the gallery page there is no way to submit an image. I can add images through the admin panel, but regular users don't get a link or button to submit.
Also, when I try to enable attachments in forum posts, the dropdown for file size (units) does not show any options, and the number reverts to 1 when saved.
Where can I look to fix this? I am only running the main install - no themes or outside plugins.
