Did you plan upgrade to the latest version of bootstrap and jquery?
Right now you use :
Bootstrap v3.4.1
jQuery v2.2.4

Latest versions is :
Bootstrap v5.1.3
jQuery v3.6.0

But i see jQuery v3.6.0 in includes, how to enable it?

P.S.
const BOOTSTRAP = FALSE;
I know that i can disable bootsrap and include latest, but how about jQuery?
Don't want to touch core files.

There is support only for Bootstrap 3 and 4 so if you add BS5 it will break many parts in your theme. And it doesn't matter if you use jquery 2 or 3. There aren't many differences. V3 was used in core for a while, but it caused many problems.

Btw there is currently only one active developer in core team - @Chan and I don't think he will do this or any similar changes. (I no longer develop this system.)

BS5 support will be in v10.. Well if someone create this version..
