Adding locale

Hi,
I just added a language to php fusion, i get this messages and the admin menu disapears:
Error due to incomplete locale translations in infusions folder forum. This infusion does not have the localized title and change is aborted. Please translate setup.php.

I checked and this infusions and the admin theme have the locale file in their locale folder.
As for the infusions they are translate alto they have somem enconding issues.
Any ideias of whats the problem?

Copy setup.php from English into your locale folder
