inconsistencies admin/admins.php

Just want to make sure that in admin/admins.php the locale definition is not consequent on purpose.
It has a mix of $locale['460'] and $locale['ADM_461']
Note the ADM_ prefix!
Is this correct?

Found more "mix-ups"
\admin\banners.php
\admin\fields.php mix-up $locale['fields_0113'] $locale['field_0200'] Note fields_ and field_
\admin\infusions.php mix up infusions and addons. What is the preferred term?
It has a mix of $locale['460'] and $locale['ADM_461']

Just an idea and I do not know if it is doable or has performance impact.
1 giant locale file grouped by their purpose and need in different parts of the php-fusion software.
Not everything is always necessary. So select (put in array?) only needed by filtering on $locale['AAA_ $locale['BBB_ string.
(Similar to image sprites?)
