Problem with UTF-8 characters after move from Linux to Windows

Hi,

Hi I have 7.01.05 with Czech locale & using UTF-8 in database, working fine oh PHP 5.2.5 on Windows Server 2003, IIS6, PHP 5.2.5

When I move the website to a Windows Server 2008 R2. IIS 7.5, PHP 5.2.17, the encoding is messed up:

The strings localized in /locale/* are ok, the string from the database are wrong.

When I create new installation of 7.02.05 on the new server the encoding works well.

What can it be?
