I have added TinyMCE for Newsletter Mod and now .gif image files do not show on sent emails (.jpg images do show) and links are not working correctly. Even though I may insert an image with it's full URL location, it is sent as BASEDIR/images/image.gif or DASEDIR/link.php (example) which obviously does not show or link correctly. If sent to a yahoo email, the links will go to something like http://us.mc904.mail.yahoo.com/link.php

How can I correct this? I would think it has to be a TinyMCE issue.

This is not related to the Core PHPFusion release, as you say yourself, its a mod. Moved. May i suggest the Mod site, link to your left.
