So the release is today. The following is a statement from the Mozilla blog:

Release is scheduled for: 1:00 p.m. Eastern Time 12:00 p.m Central 11:00 a.m. Mountain 10:00 a.m. Pacific
Your thoughts? How many computers will you be putting it on?
I guess I can wait another day or two to download it, but I am very disappointed with the way this has been handled. I can't imagine that they didn't anticipate the demand that would be generated with this version.
The Fx3 - Win (en-US) shown in your post, is the release candidate 3 version. Hopefully I will be able to get to the final version in the next day or so.
