By AAA you mean level 3 of accessibility, right? OK. Now think about the first level of accesibility. Let me tell you what I think about it.

PHPFusion is really close to become a W3C (X)HTML error free CMS out of the box if it's not already there, but having all the WAI recommendations inside the core would increase it's size greatly and I don't know if you're willing to suffer the consequences:
1. Pay more for the same hosted website

2. Be unable to use many free web hosting services
3. Wait longer for a page to load
4. Risk the user satisfaction because of #3
5. Modify and maintain the core more difficult just to keep an eye out for WAI issues - like W3C (X)HTML is not enough
...and so on
It's nice to be standard friendly but it really depends on your target and I don't know how many people really need this excessive care for details. What do you think about all these? B)
