Not autorized administration file

All "/administration/" folder files starts with this code:

Quote

if (!checkrights("XX"wink || !defined("iAUTH"wink || $aid != iAUTH) fallback("../index.php"wink;


But the upgrade.php file starts only this:

Quote

if (!checkrights("U"wink) fallback("../index.php"wink;


Where is the autorization? If there no autorization, that's means that this file is not safe. Do I should copy and paste the autorization code from other file to this one?
